This paper is based the theory of administrative entrust system, and abroad are been introduced .Then, Link theory with practice, the legislation system of administrative entrust in practice is not perfected, delegate authority an ill-defined category, entrust object definition standard unknown and lack of regulatory problems caused by reading and analysis. On this basis, to further explore promote the effective way of the administrative entrust standardization, this is the key point. Finally, the paper summarize the administrative entrust system that convenient and efficiency, fully, need to complete legislation system, the key is to make the instruction to entrust authority and the standard of the entrusted organization should be clearly defined, at the same time ,we also need to establish and perfect the comprehensive and effective administrative entrust joint supervision system.
